Hunter Ceiling Fan Only Has 2 Speeds

It s like the clutch is broken and can t get out of third gear. From clockwise where the pull chain starts the old switch was l 3 2 1. 1 2 3 are the fan speed control wires. My fan would work on low speed and high speed but when i selected medium speed i got low speed.
